The Engineering Division is responsible for planning, budgeting, design, bid specification preparation and construction of the City’s Public Works projects. The Division is the City's liaison with Kern COG and Caltrans.

The Division is responsible for the technical side of development within the City such as plan review, inspection and the issuance of encroachment permits.

The Street Maintenance Division manages the repair and maintenance of existing City roadway and drainage infrastructure.

The Wastewater Division is responsible for the Treatment Facility and the City’s Collection System. The Division operates and maintains the sewage collection and treatment system in accordance with health and safety laws and Lahontan Board Orders.

Measure L & V and TAB Funding to repair City Streets
Since 2012 the City’s Public Works Department has used Measure L and V funding along with TAB funding to repair a large number of streets within the City. Below you will find a link to both a list of streets and a map of the work accomplished using these funding mechanisms. Since 2012 the City has resurfaced 687,000 square yards of roadway, this equates to 25.5 miles and 20% of all City streets.
Street Repair Programs 2018/2019
The repair programs for fiscal year 2018/2019 is funded from a variety of sources. The program will take place in two parts.
The Heavy Maintenance Street Work Program will take place in the fall of 2018. Because of the poor condition of the roads, Public Works is proposing to use the following repair methods:
- 3/8” Rubberized Chip Seal with a1/4” Chip Seal over the top
- Fiber Seal
- Double Fiber Seal
Below you will find a link to both a list of streets and a map of the streets that are proposed to be completed in the fall of 2018 during the Heavy Maintenance Street Work Program. During this program the City is proposing to resurface 1,018,270 square feet of roadway, this equates to 5.4 miles of pavement and 4.25% of all City streets. This information was modified on 9/11/2018 due to increases in oil prices that increased the price of the fiber seal being applied to City streets.
The Fiber Seal Program will take place in the spring of 2019. This program is in its infancy and there are several steps that must take place before the Street Maintenance Division can begin this program.
- Purchase a Fiber Seal machine – Fall/Winter 2018
- Add two Maintenance Works – Fall 2018
- Crew Training – Fall 2018 & Spring 2019
- Begin In-House Program – Spring 2019
The streets to be resurfaced by this program will be compiled by the fall of 2018. At that time a list of streets and a map showing the program streets will be added to the web site.
